First and foremost, there isn't a definitive answer to that.
If you have a great idea with a great, articulate story to go along with it, then there is a good chance a shirt will become available.
If we receive a whole pile of great ideas all at once, then the cream rises to the top.
That is not to say that the others don't eventually make it though pending design workload and eagerness to please the fans.
